A new thought came to mind while watching this pod, if there was a genuine and permanent 3rd Tier National comp running the concept of losing a 2nd Tier franchise might not be so devastating to the pathway.

The ARC/NRC might one day have become what was necessary, but I doubt it. They'd've never got the funding required to do what was actually required.
