    Fixing Rugby

The last couple of years Super Rugbys spectators base has dwindled. I am not telling you anything you dont already know.

What I wish to do is propose some law changes to help bring spectators back to the game.

For my proposals to work - the ground needs to be broken up in to 2 sectors. For want of a better term the General play area and the Red Zone.

The Red Zone is the area from the Try line to the 22.

General Play area - remainder of the field.

All Penalties, except Penalties involved in and around the Scrum and outside the Red Zone are now all short arm penalties. Restart of Penalty is a Quick Tap at or behind the mark as set by the Referee.

Extreme Tackle Penalties, ie High Tackles, Lifting Tackles, Tackling Player in the Air. Would still be Full Arm Penalties.

Scrum Penalties. ie, Collapsing, Early hit/push, Boring-In and Incorrect Bind. First offence - Reset. Second offence Warning and Full Arm Penalty. Third Offence. With Video Referee Review, Team loses a point on the scoreboard.

The hope is that the negativity will go out of the scrums and the need for constant resetting. No Forward pack would want to cost their team a point.

Red Zone Infringements. First offence - Quick Tap. Second Offence - Green Card. Defending player is sent to area behind the DeadBall Line. Can return to play once Attacking team scores or phase of play occurs outside the 22. It is possible for multiple players to receive Green Cards for Infringements. IF play goes outside the 22. All Defending players can return at once.

Yes - its a little out there - and yes needs some fine tuning. But some changes need to be made.

    Needs more multi-ball.

Think about it...tries being scored at both ends of the ground, both teams on attack and defence.

I think teams should be able to "Gain a Life" at a certain score and then be able to use it to negate a Yellow card later in the game.

Scratch that, The New Zealand teams have already got that one figured out.

Insert a "save progress" clause in to the laws of Rugby.

At the discretion of the attacking teams captain a team may save where they are at and come back to the spot of where the captain called the save. To call save the side must be in possession but it can be called anywhere on the field. The captain can then go back to the save at any stage in the game.

After the captain makes the initial call to save the game is restarted with a kick off on half way. A sack race the length of the field will determine which side kicks off.

Beers on halfway worked for how many years? Maybe we need some taps either side of the 50?
But - plastic cups of course given the way things are at stadiums now

    spectator base numbers dropping

Might have something to do with ticket prices rising when wages are dropping even though there are empty seats

The cost of a carton for 4 midstrengths with the other options watching from home or pub for half the price

I love live sport and supporting my team, unfortunately fringe supporters aren't easily convinced to depart with $100-$150 per person for 1 night

I agree 100% - ticket prices for Super and Test Rugby are ridiculously expensive and need to be reduced.

I'm generally against anything that involves adding laws or further complicating existing laws. If the game needs fixing it's by simplifying it.

I'll also add that no sporting fan base in the world talks down its own sport as much as rugby supporters.

Penalty kick for goal only inside 22 yarxs, otherwise its a kick for touch

Maybe a penalty try with no conversion available for penalties inside 5 yards
