    While your Rugby club is busy planning for next year, there are some important changes affecting you that will happen nationally for the 2015 season.

    Previously registration fees and insurance levies were incorporated within your club levy. Rugby is now moving to a funding model where every player nationally will be required to pay an individual registration fee and insurance levy directly. This is a similar system to what's already in place for other major sports in Australia.

    It will be a simpler and fairer way to distribute costs across the game and ensure State and Territory Unions can continue to administer, service and develop Rugby at a local level.

    To support this change, Rugby Link, our new national registration & competition management system, will be launched in January, and will provide an online registration and payment facility for player registration. In coming months, your club will be in contact directly with specific registration details.

    Australian Rugby Union will impose a levy on all participants next season

    ALL junior and senior rugby players in Australia are to be hit by a participation fee from next season at the instigation of the cash-strapped Australian Rugby Union.

    The new slug will be on top of any existing registration fees and comes after it was revealed that the ARU was cutting all funding to the 12 Sydney premiership clubs in 2015.

    Details of the individual National Participation Fee were outlined in a document this from the NSWRU Executive Director Bruce Worboys, a copy of which has been obtained by the Daily Telegraph.

    The fees will be $33 for all senior players and $27.50 for juniors,

    “Minis”, who are under six and seven don’t escape and will have to pay $11.

    It applies to players at all premiership, premiership, sub district and junior clubs.

    The move has led West Harbour president Tony Horrocks to suggest the Shute Shield clubs should consider breaking away and run their own competition.

    “The way that we manage, administer and develop rugby is changing with Australian Rugby moving to a funding model where every player nationally will pay an individual registration fee and insurance,” the document said.

    “All fees collected from the NPF in New South Wales will be utilised in New South Wales through the provision of Education, Player, Coach and Referee Development. This was previously funded by the ARU, but is once again the responsibility of NSWRU.

    “NSWRU will not be charging a State Union Fee despite our funding being reduced by $1.5M plus in 2015.”

    Horrocks said the other presidents he has spoken to were not happy at all.

    “A levy is a good idea, it should have been in years ago, but the amount is a bit startling,” Horrocks said.

    “From our perspective the timing is ordinary.”

    Another change is that insurance will be charged on individual players rather than on teams as it was previously.

    “I get insurance, but the change is just overkill and money grabbing, he said.

    “If the Shute Shield had any gumption they would withdraw from the ARU and NSW and run their own comp.

    “There is no value, what are they giving us?”

    Another premiership club president said the new fees will have to be paid by the players as they don’t have the funds to cover them.

    “And how will charging six-year-olds $11 fix the problem?” he asked.

    So the bunny player will have to pay the insurance directly, thus relieving RugbyWA (and any other union that currently pays it for their clubs) from having to do so.

    The clubs will have issues with their players, who will be expecting a reduction in their fees to compensate for the insurance payment, even though the current fees are not even half the cost of putting players on the paddock.

    The clubs will also have to explain to their players the reasons why the fees will in fact have to be increased, to cover the "per player levy", which has been imposed in addition, set at about $50 per player, without any justification for it, except that the ARU is so badly managed that it's broke.

    What's the bet RugbyWA will be asked to pay the money they previously used to pay the insurance, about $12000 or more per club, to the ARU, because, you guessed it, the ARU are broke.

    What a con.

    Was the fat, nude, female crossbow archer reassigned to the ARU Finance Department?

    That ebook says 'eligible clubs will get a rebate of some insurance costs'. So does anyone know what makes a club eligible, and how much the rebate will be?

    Also if there will be any prorata consideration for the three fees if someone joins late in the season?

    If the ARU are broke no amount of whinging is going to fix it. It is what it is and if player's have to front up with a bit more cash then so be it.
    My question is how much did it cost to fly Jake Schatz over to Ireland and will Pulver and his cronies be flying cattle class and have to do with crap seats at the world cup next season. If the answers to these questions aren't satisfactory then those that have to pay the new levy are entitled to ask why.
    Every player that pay's the ARU levy has a right to question where their hard earnt is going.
    Who gives a fuck about Sydney club rugby, they have leeched off the rest of us for too long.

    1. insurance: Clubs have been told for past 3 or 4 seasons " one day the insurance premiums will need to be paid by clubs or teams or players"
    2. The ARU have cut direct funding to all unions, which benefits us, as for too long NSW clubs have got more than we have.
    3. Our modelling shows that last year with the team levy and team rego fees compared to this year means that in some cases the clubs will still get the same with players paying the same, but some clubs will need to charge the players a bit more.
    4. Players should be getting used to paying up front, last 2 years we had a cut-off No pay No Play round and the majority of clubs said this policy did help increase their uptake in rego fees.

    It's not perfect and I suspect most of the complaining will be because of the change, it's not same old same old, it does bring rugby into line with other sports in this internet payment stuff and rego card that hopefully will also provide some other benefits.

    The big concern I suppose is waiting to see if this new system works well and relieves pressure off volunteer registrars and treasurers, let's give it a go. The intent is good, the reality is that finances in our sport are in a bit of a state and there's a lot more work to be done.

    I suspect that club registrars have just been handed another job of individually paying each "favoured" player's (ie first grade) insurance for them.

    Well you can b1tch and moan and farking whine about it and all stand around playing soggy sao like losers or you can be proactive and come up with a solution.
    Each club can bond together in a fund raising mission to raise the fees for every player. Not only will that attract players it will also build club loyalty and a strong and positive club culture. Free fees and a great club culture will attract talent and build winning clubs.

    Focus on the solution and not the problem. There is a massive upside

    An average sized club fee's would be in the vicinity of 60-70 thousand . You make it sound easy Rex but the reality is funding is difficult to come by and that's a shit load of sausage sizzles or meat raffles to sell.
    It's not as easy as you make out because if it was we would all be doing it.
    As Fulvio mentioned that money would nowhere be enough to run a club.
    Expand on this quaint pastime you call soggy Sao.

    Nowhere in my post did I say it was easy

    Here's just a few ideas for you with the 30 seconds I gave to it

    Toga party - joint venture with a University or college. They will get 10,000 people at $10/head. There is $100K less costs of security etc. Sell alcohol at the party. More mula. Sh1t, you are over the line already with one event. Fark me, that was hard.

    A dinner with highly regarded elite sportsman as guest speaker. Charge $200 a ticket and sell piss. Would have to be a high profile person. If you explained to the speaker what it was for, they would possibly come and talk for free.....try Matt Hodgson or Honey Badger. 100 people = $20K less costs. Do it twice a year and double your margin.

    I know some club bars are multi million dollar businesses. If you stop the embezzling from every farkhead with a key that thinks it his right to steal drinks off the club, you could probably pay your clubs registration fees out of the savings.

    Get some entertainment in your club for post match functions and increase your bar sales. Encourage club members to attend post game functions and build rapport and comaraderie with other clubs to join you after games and stay at their clubs after games. That sh1t is cultural and requires strong leadership and buy in from the club. That does take time but providing good reasons to stay like good bands, good food, entertainment etc. Club volunteers for bar work etc so there is no wages.............it should be simple in Perth where restaurants stop serving at 8PM and the nightlife is worse than a campfire under the stars in outer Mongolia. Get creative

    Entertainment nights at your own club house.........the old favourites. Bingo, Quizz nights, Mystery Bus trips, mystery plane trips.

    Get guest speakers in from the wealth creation industry......property experts, share investment experts, internet experts, accountancy tips......they will do it for nothing if you can fill rooms for them and save them doing it themselves. Charge a $10 entry.

    All of these things builds a robust club. Make your club a "point of difference" club. Strong cultures attract people like magnets. Clubs run by power obsessed farkheads that won't let anybody else have an opinion or help are usually culturally farked. The clubs are limited by the d1ckheads in control of them and the lack of intelligence, imagination and relationship building is the limiting factor.

    Your raffles and meat trays can still be used for other things like equipment but you may not need all this small change legwork with the wealth accumulated above. What a fun and interesting club you now have. Are the best players going to want to join your club or the grumpy old farts at palmyra that are more interested in bickering and their internal squabbles about trvial sh1t that has stopped them evolving and growing due to their own myopia?

    A thumping culture attracts people. People like to have fun. You have built a lively social set. This attracts people for fun and attracts sponsors who like to have their brand attached to good things and in front of people.

    It takes strong leadership and a lot of commitment but it is possible.

    Or you can stand around whinging and watch your club die as all the kids go and play mungoes or basketball and the parents take the rugby mad kids to the clubs that rise above the fog of laziness and incompetence and internal bickering

    This is a move that will put more pressure on us at club level to add more administration volunteers to an already overloaded system with the amount of paper work that rugby wa require at the moment.
    Who will be responsible for proof of insurance cover if a player must cover themselves
    They struggle to pay fees as it is.
    We all know that clubs play members who haven't contributed a cent to there fees and rugby wa turns a blind eye to it but pretends to care with there propaganda of no player takes the field after round 5 if there not financial if there was a true audit the comp would be halved in player numbers more smoke and mirrors from rugby wa
    This will make clubs liable directly for ensuring players are insured more pressure on a volunteer to be in 3 different venues to make sure the coaches don't play a fido worker who turns up for a game in the lower grades and don't pretend it doesn't happen
    And will there insurance cover them when they start the day playing prop for 4th
    Then run straight onto the third grade field after the whistle and then end up sitting on the bench for 2nd grade and don't pretend this doesn't happen
    This system will have a massive impact on numbers players and volunteers alike as rugby wa diminishes it's responsibilities but takes more money and applies more pressure to its volunteer base
    You said clubs were informed this was coming but sat on your arse not trying to find away to ease the pressure on clubs or implement a system for clubs to monitor the player cover and movement of players between venues and teams you buried your head in the sand and just waited to land the problem on the clubs like you have with all major issues that also have become the clubs problems and then you reply with cynical responses of how wonderful rugby wa are and you are doing your best for them.you are a right wanker and wouldn't look out of place sitting on the balcony with the rest of your board wankers sucking on a cigar laughing about the outer clubs can't grow because they can't afford petrol to get to the inner city games so no need to grow the game out that far
