IRB rules regarding qualification for an International side state that a player must be born in the country they seek to represent, have a grandparent from the country they seek to represent or be residents in the country they seek to represent. The residency requirement is three consecutive years immediately before the point of playing for that national team. Swanny does not meet the criteria for the first two requirements and when he left Australia to go to NZ to play for the Crusaders, he lost the 3+ years he had built up for residency. If we want him back, we would need to use a foreign development marquee spot. This is a possibility though.

no its not because sais is the development player for the next 2 years you would have to use your full maquee spot not something i would be doing.

I don't think citizenship makes a difference. I also don't think he would have ever got Australian citizenship. He probably had South African and New Zealand citizenship and would have had to give one up for Australian citizenship.
