From what I've read, England asked the NZRU if they minded England having a black 2nd strip. The NZRU said "fine".

Then, after England announced the strip, every All Black past and present, the Prime Minister, Uncle Tom Cobleigh and all have berated England and the NZRU have kept quiet (probably too busy laughing!)

Yep the NZRU said they were ok with it. Seems like the people who are emplaning just want the rugby world to listen to them for a few minutes
