Are you serious, TOCC. Of course it's a publicly run organisation. It's stakeholders are the paid up members of the organisation and community Rugby clubs. I thought it was along the lines of:
RugbyWA own Western Force
Clubs own RugbyWA
Clubs Members/Players own Club
Therefore, club members/players own Western Force
Solution - head down to the local club and sign up as a member.
