What about tobacco? In roads have certainly been made with this issue.
Last year, i would've been with you Cowboy, but as part of my degrees at university i study health units and particularly health promotion...and i have to disagree with your statement. Alcohol is costing this country's health system and also justice system. Not as much as such areas as physical inactivity and mental health, but it certainly does impact on it. Not that i mind the odd drink or two myself, but it is a social problem.
Furthermore, if every person did some form of moderate exercise for 30 minutes (per day) over at least 5 days a week, the health system would save millions of dollars on physical inactivity related disease....this is really not a very hard thing to achieve.
Its amazing some of the things you learn at university, that the public is not aware of...and i have also learnt that the government can make some pretty erroneous judgements such as in this case.
I think he should definitely be granted residency.
