Not quite. If either France win Group A and Ireland are 2nd in Group B, or vice versa, then they'll meet in one of the quarter-finals in Paris.
But if both France wins Group A and Ireland wins Group B then, if they win their respective quarter-finals, Ireland go into semi-final 1 and France go into semi-final 2, so they can meet in the final. In fact, the one stage that they can't meet each other is the semi-finals.
