"Rugby Australia has denied splashing out $3m to poach teenage star Joseph Suaalii from under the noses of the NRL. RA on Tuesday night claimed a deal was “not done yet” after seemingly convincing the 16-year-old sporting sensation to turn his back on a $1.7m offer to remain with South Sydney for three more years."
So they deny splashing out $3m on a teenager not because it's not true, but because the deal isn't finalised yet. That's some mighty fine hairs they're splitting.

And are the backers who were going to fund him via the Australian Rugby Foundation (or whatever fancy name they want to give it nowadays) still going to make a contribution towards developing guaranteed future Wallabies and get a tax deduction for their generosity, or was it just this particular chap that they wanted to champion?

Sounds like his agent was just trying to beat up the Rabbitohs offer and the Australian Rugby Foundation took the bait.
Anyway hopefully the kid will be happy playing for the Rabbitohs, and rugby dont get tempted in a few years time to try and sign him again when his contract comes up for renewal.
