I like how they mentioned it is 'desirable' for qualifications but doesn't mention particular experience being needed.
Richard Graham is a shoe in, just drop the experience that may look poorly and he is good to go.
They are all consipracy theories, very popular on this site, I don't involve myself in them. Rebels players leaving suggests it is a normal transfer to another club for more dough, possibly in concert with the fact they have been told for one reason or another- no future for you (individually) here. I agree with the OP, it's a chance. I suppose the fact that they have advertised the position is some form of "cunning plan"as well.
