Sport definitely does run in cycles, especially with rugby with the World Cup, Lions Tours, European deals etc...
However teams can establish a good grounds to minimise the bottom of the cycle, i.e. the Crusaders and Bulls have done pretty well in recent times at replacing departing talent.. Similar case in other sports like the Brisbane Broncos and Collingwood.

There will always be some clubs like the Tahs, Parra, Penrith(unsure of AFL equivalent) who have massive player bases but continually perform below expectations...
