Perhaps an arrangement for pre Tri Nations could be:
Argentina plays each 3N once
Each 3N plays one of Samoa/Fiji/Tonga
Each 3N plays one NH once
So for example, during the Australia Bundy Series we may see:
Round 1- Australia v Samoa, Australia "A" v Wales, New Zealand v Argentina, South Africa v England
Round 2- Australia v Wales, Australia "A" v Samoa, New Zealand v Fiji, South Africa v Argentina
Round 3- Australia v Argentina, Australia "A" v Fiji, New Zealand v Ireland, South Africa v Tonga
NZ and SA would also be having "A" fixtures against the PI's and visiting NH team.
And each "A" fixture would be a curtain raiser to the respective home nations' Test Match that weekend.
What do you reckon about that?

How about having the Tri-Nations in it's current form every two years, then on the opposing years have either the Rugby World Cup, or a Southern Hemisphere World Cup
2006 - July/August - Tri Nations - 3N x 3
2007 - April - RWC
2008 - July/August - Tri Nations - 3N x 3
2009 - Chris Whitaker Cup - Australia, South Africa, Kiwi's, Argies, Tongo, Samoa, Japan, Fiji, Urgay, Chilie, Namibia, Uganda, Zimbabwe....
- top 12 southern hemisphere teams based on IRB ranking
- four groups of three teams, worked out on ranking

I doubt there would be any person that could represent the whole SH so would probably have to be some generic type of name like Southern Oceans Championships or the like.

Whits "played" plenty of tests, just didn't get off the bench all that often![]()
Add the Pumas to the 3 nations and maybe a Pacific Islanders team? Japan still requires a bit more development in their rugby but 20 or so years from now.....a possibility. 3 nations is a very small competition, Argentina have been competitive for afew years now so they deserve an opportunity to become a Rugby powerhouse, rugby needs to attract more nations to the game, attempt to make it more of a world sport rather than an english colony (and France) game. A Pacific Islander side would be a spectacle in itself, this would also help stop the poaching of Islander players to New Zealand and Australia. Many of those pacific islands will struggle financially so maybe spreading the cost amongst will help with that....and make them more competitive. Another thing that needs to be looked at is the Super 14. I would like to see Argintinian players get to play good club rugby on home soil...perhaps 2 new Argentinian sides in the Super 14/16 would allow them a good home player base without stretching there talent pool. I dont think any islander nations could join super 14 for financial reasons but perhaps Japan could go Rugby mad after hosting the 2015 world cup! and a couple of Japanese clubs included? interesting topic...
