Can they split the costs and broadcast this game only on Foxsports this week and can we have the Fiji vs Force game broadcast on SBS next week, or vice versa? It seems unneccesary to double up the coverage if its already on free to air.

In a word: No.
They can't do two broadcast games for the one price. Big chunk of cost is the production at the ground - providing the broadcast crew to cover the match. I'm no insider (others will know more and know better) but IIRC that could be up around the $100k mark in Oz (TBF, probably less in Fiji)
Yes, a bare bones stream production can be done a lot cheaper (maybe 5-10 percent of that?). That could happen, but it's not a full broadcast production.
Obviously air time is also another deal (and in this case cost) but those deals with SBS and Foxtel, et al are already made.
The thing to bear in mind is this comp is a showcase. It's a test run. Each venue in the Showcase series gets at least one broadcast game. This provides will provide some data for the future comp next year.
At the moment I suspect GRR (read Mindaroo) are paying ALL the broadcast costs. In future you'd like to see some contribution - at least a part - from the audience who watch via the respective channel outlets
Fair enough then with splitting it but I think most people would be hapoy with a low production stream, even if it didnt have commentary, wouldnt bother me entirely but would be good if it atleast did so.
Surely if it was planned in advance and GRR were paying the networks to show case the games then they could have pulled the Pay TV broadcasts and just focus on SBS and SBS on demand which are free for anyone in Australia and easily accessible. I guess the argument there is they are testing the pay TV data, but even if it was considered they would get a substantial credit back which could be used to fund a fairly high production stream of what is honestly the most anticipated game of the season.
