Well, according to the same primary source and "word out of Japan" it's all but announced.
The sequence of events will get confirmed one day and will be a blight on his integrity if it proves to be that he lied, however, as it stands he is a free agent and is entitled to be employed by whomever he chooses.
We can speculate all we like, but until we know, we don't know.
If I was Japan Rugby and it proves to be true, my primary concern would be finding the leak.
It would be a small "need to know" pool of people I would think.
