    State Associations aren't profitable as it is, will end up in tears. Look what it did in England where the ECB did the same thing. Durham copped a financial relegation. Hampshire, Lancashire and Yorkshire are struggling financially. In England clubs don't tend to get taxpayer money for ground refurbishments.

    Canberra's never hosted a test (yet), but Manuka only holds 12,000. Hobart (Bellerive) is 19,500. Cairns and Darwin have both hosted two, minor tests (each ~13,000). The only other Australian test ground is the Ekka (Brisbane Exhibition Grounds) which hasn't been used since the 1930s.
