Knowing what we know about how the ARU cabal works, it's quite obvious to me that the ARU are stalling everything that he is trying to do. Maybe now that they have finally completed the picture that they set out to create in 2009 when they persuaded SANZAR to let Melbourne in, they will give Twiggy a small crumb. Provided that he pays them handsomely for it.
