Reading a British rugby paper and it reports that halfpenny doesn't have a team for next year.
Pick him up as an overseas marquee ?

Maybe go into the arbitration with this as a back-up plan: "As Cheika insists on picking DHP as a winger, we'll agree to play him on the wing to give him that experience, and we'll sign another full-back, if you agree that the Force aren't under threat of being cut."

Then, if they agree, we present the ARU with the bill for Halfpenny's signing and if they complain because he's not a Wallaby we say: "But you paid for Quade Cooper to come back to the Reds, and he's not getting picked by Cheika!"

Yes, that's our main position, but we, unlike the ARU, need a plan B!

Happy with that as a plan C, D or E.

There are so many sensible plans above the ARU plan A that we don't need to beg until they have rejected at least 1/2 a dozen.

Plan A Don't do anything with the Force, you can't afford it
Plan B Don't do anything with the Rebels either, I'm pretty sure Cox has big money friends (maybe not to the calibre of Twiggy, but the ARU could barely stand up to a homeless refugee in financial stakes)
Plan C Kiss as much ass as you can at SANZAaR and pray that they can solve the problem sensibly, because you sure can't
Plan D Ask SARU to take over the handling of this mess (Who thought THAT would be an option?)
Plan D Cast bones and examine goat entrails
Plan E Force RugbyWA to mess with Dane's career as payment for giving up on this harebrained sceme.

We could suggest that Billy Meakes play 7 and Hooper play 12?

It would improve the Wallabies no end, because Meakes hits more rucks than Hooper and is more effective when he does.

He can play anywhere in the back 3 but the rumour in Wales is he's going back to the Cardiff Blues on a central contract with the WRU. I think he still wants to play in the 2019 World Cup.
