Aren't suspensions served at all levels of Rugby? Eg If you're suspended for 3 weeks you can't play club, state of international Rugby in that timeframe?

In the super Comp players play at night and are on planes the next day aren't they?
But not our precious players here at rugbywa, we can't play club rugby and get on a plane the next day for a 10 a side Comp the following week that is pretty much a piss trip!
