    What Pulver said in the official announcement was that development funding from the new TV deal would not be handed to Premier clubs but state Unions. The private comment re pissing money against the wall was probably a reflection of their padt track records. That was repeated to the media by Bob Dwyer. Papworth convieniently leaves out that part, as he does all the time on his radio show.
