To be honest, I actually think his greatest success was helping turn England into world championship contenders. His groundwork as an assistant coach was really what changed them, especially the forward structure he gave them. Woodward didn't really do much with them until Mitchell came along, or when he was Lions coach without him.
Maybe some coaches are better as assistants? I think Eddie Jones would be similar, not so great overall as a head coach, but good in the details of parts of the game.
