As it is a development tool it should be played using the same laws as the level it is developing players for.

Having said that I would like to see the introduction of time off for setting scrums (accept that time is on when the ball enters the scrum, not when it exits) and changing short arm penalties so that you can kick for touch and retain the lineout throw.

The two you suggest sound good (not so sure about the short arm one) but I see no value in stuffing around with the laws unless there's a strong chance that those changes will be implemented at the top level.

I don't have any problem with the stopping the clock at scrum time and use the yellow card as it was intended, to stamp out professional fouls. To my mind it's underused which leads to to many penalties. I disagree with the idea of changing points. They are what the are.

The competition should utilise the current laws or variations to said laws that are to be introduced game wide (not just here). If law variations were to be introduced by the IRB then the two mentioned above would have my vote. The change to the short arm penalty is a way to decrease the number of shots for goal for subjective technical infringements. Full arm penalties should be restricted to foul play, offside, professional foul etc. The ref would retain the right to upgrade or yellow card for repeated infringements.
