You have to feel for the membership team, but you can't help but wonder what sort of mouth-breathers the Gov't had design the stand. It doesn't get much more basic as a structure, and it doesn't get much more fundamental than ensuring the punters get a view. Doesn't bode well for any of the other criteria...
