The 8 players aren't exempt from the cap. They are counted in the cap at 110k each, which considering they are marquees is very low. Given the cap is currently around 4 million, you are paying out 1/5 of your cap for 8 guys. It does make it tough to compete against but the Rebels are already spending a lot of money on a number of players- their cap is how much money they can actually spend.
