In the UK they have banned ebayer's from doing this with soccer tickets (mainly because of the need to segragate fans) but not yet for rugby. Sellers get around it though by selling other items, and including a "free" match ticket. About time the tout was put out of business and all tickets for these high profile games get distributed through clubs to members, season ticket holders and finally anyone else who can prove they have bought a ticket during the season. This would prevent the professional tout from getting hold of them, and any they did sell could be traced by to origin and action taken.

They wouldn't sell them for $1800 if someone wasn't willing to pay that much for them. Is it really any different than buying a house for $100,000 and reselling it a short time later for $150,000? Consumers determine the market. If you could only resell them for face value you would never be able to get a ticket if you weren't lucky enough to get them in the first 20 minutes.

That being said I think that most of the face value prices in sports are way too high. I'd certainly never bid on hard to get tickets that are 10 times higher.
