    i actually flipped through the UWA report that table above came from (since travelling_gerry added the link).

    interestingly, in 1995 the state gov bought in the "we'll suspend your licence if you don't pay your fines" rule. then by 1999 the number of people before the courts for driving without a licence when up nearly 500%.. which may have cost tax payers a bomb more than the extra money recouped (as payment of fines did increase a bit). the 1995 thing was obviously an attempt to make the moral conservatives happy.

    also UWA ran a survey for people who'd lost their licence and found nearly none of them said they'd respond to stiffer penalties. but we've known for years that waving a big stick don't stop people doing shit...
