My understanding is that he is just a local that took to doing it purely for the noise (I suspect probably at the NPC games) and became a tradition. I heard that he was in fact a tree surgeon, so I guess it is possible it was more coincidental than that - trimming the trees in the park from his cherrypicker, game was on...
