I would have thought he would be a development player as he has only played for the baby boks under 20s not the reserve boks team. I may be wring though but I think if you play under 20s it doesn't rule you out from playing for another country.

yeah thats correct Gaffa, Under 20s or even international squad members, until you pull on the "Senior International Jersey" is when you become the "marque international player" for a Australian Super 15 franchise.
