Can somebody explain to me how BGC managed to get this project? Based on past performance they have managed to screw the government on all previouse projects.

I hope we have SEVERE penalty clauses In pkace. Whoever is managing the BGC project better not be some tosser. Better paying an extra $10 mill on a proper management team than lose $50 to $100 M on over expenditure!!!!!!!!?!!!
