If the ARU were going to go down that route, I would hope that RugbyWA would tell them to pick their teams their way, while we pick our team our way. Then stick the Spirit into the comp, as now. Sooner or later they will change to avoid the Shute Shield becoming meaningless, or they will get sick of being humped...
I don't think it will be an ARU comp.
They will have to endorse it, like an competition in Australia, to get insurance coverage.
But it seems to be driven by the Brisbane clubs, with some support from Sydney. Teams will be invited directly (so whoever wins over there). I doubt it will be through WA Rugby. Clubs can obviously always decline the invite. The question would be whether they then go to the runner up etc.
In which case it is amateur, in which case it is worthless.
If they do it without the ARU, they should be told they can do what they want. In the meantime, the ARU and state bodies should be progressing towards a professionalised NRC and the players can decide for themselves what they would rather do.
I think tournament conditions would determine that eligibility was based on ARU club registration.
Julie T is spot on
Only because the ARU has been too stupid or lazy to restructure the competition into something that is a genuine domestic competition. It would not be hard, it would be far more sensible and robust, but they just aren't that smart.

Not workable or workable?
Not workable, what interest do the other half of the sydney or brisbane clubs have in the game?
The whole idea of going up a tier is not to have a same club, but an amalgamated entity that all the components of thst entity have an interest. Why would a Qld Uni supporter go to see a game of Sunnyback v Perth Spirit, there is no emotional involvement.
what the..
Is this the same ARU that has taken '48-72' hours to decide the fate of the Force and/or Rebels? Amazing what can happen when one of your key sponsors pulls the pin!
